Small to Medium size Companies have no real need for one, if the ownership cares properly for it's employees. In the latter 19th and early 20th Century they did serve a purpose. Unions, Huge Corporations, and Big Governments are all parasitical opportunists upon the worker citizens. The Old Allentown Curmudgeon.
